Join us for The Moral Compass, with speaker David Winstead, where ethics meet action to empower fraud examiners in Knoxville and East Tennessee. Two Ethics CPE will be awarded! See our flyer below for more details.

We will be meeting at Coulter & Justus - 9717 Cogdill Road, Knoxville, TN 37932. Please register for a headcount. Light snacks and drink will be available.

About Our Speaker

David graduated from Carson-Newman College in 1992 with a degree in Business Economics and then from Notre Dame Law School in 1995. In 2006, he graduated from the University of Tennessee Knoxville with an MBA.

Following law school, he served 5 years on active duty as a JAG in the US Army. He was given fraud-related assignments including serving as Claims Attorney for Fort Polk, Louisiana, and as Contracts Attorney for the Defense Contract Management Command in St. Louis, Missouri. David entered the Army Reserves after active duty and retired in 2016 with 24 years of service.

He also served as Assistant County Attorney for Anderson County, TN, for about 2 years following his first release from active duty. He investigated and filed an ouster suit against a law enforcement official for corruption and fraud.

His work with the TVA Office of Inspector General began as in-house counsel in late 2001 providing legal advice to auditors and investigators. Later, in 2004, he became a Special Agent after graduating from the Federal Law Enforcement Training Center’s Criminal Investigator’s Training Program in 2004. He now serves as Legal Counsel for the TVA OIG.

David currently lives in Clinton, Tennessee, with his wife, Tammy, and has two adult children.
